 Justifications for Establishing an Independent Special Committee for Persons with Disabilities

  • Royal Attention and Commitment: Persons with disabilities receive notable attention and support from His Majesty King Abdullah II Ibn Al Hussein, may God protect him. This commitment was clearly demonstrated in His Majesty’s address at the recent Global Disability Summit held in Germany, where he emphasized the importance of promoting the rights of persons with disabilities and creating an inclusive and equitable environment.

  • Review and Development of Legislation: There is a pressing need to conduct a comprehensive review of the laws and legislation related to persons with disabilities. Amending the current law to better reflect their needs, safeguard their rights, and ensure equitable access to services is essential.

  • A Groundbreaking Initiative by the Senate: The establishment of a dedicated committee for persons with disabilities would mark a historic and unprecedented step in the history of the Senate. Such an initiative would be credited to the leadership and members of the chamber as a progressive and inclusive measure.

  • Addressing Key Issues and Challenges: A specialized parliamentary body is needed to actively monitor and address the critical issues and daily challenges faced by persons with disabilities, and to propose effective solutions and recommendations for resolution.

  • Growing Number of Persons with Disabilities: Official statistics indicate that the number of persons with disabilities in Jordan has exceeded 1.2 million individuals, representing various types of disabilities. This growing demographic calls for a dedicated committee that reflects their size and evolving needs.

  • Ensuring Real Representation: Persons with disabilities deserve meaningful and direct representation under the Senate’s dome. A dedicated committee would ensure that their voices are heard, their needs are addressed, and their rights are defended at the highest legislative levels.

  • Cross-Cutting Nature of Disability Issues: The needs of persons with disabilities intersect with the work of nearly all parliamentary committees—including health, education, economy, public services, and more—necessitating a central body that can coordinate efforts and foster synergy.

  • Facilitating Access to Decision-Makers: Once established, the committee would serve as a vital liaison between persons with disabilities and key government entities, including the Prime Ministry. This would significantly improve communication, enhance access to decision-makers, and expedite the provision of essential services and support.
