Membership term in this Senate was eight years. It was formed on 20/4/1950, and continued to function until it was dissolved on 3/5/1951.

Senate Members
This Senate consisted of twenty members forming half the House of Representatives members who were forty members due to unity resolution between the East and the West Banks. Twenty additional elected members of the West Bank joined the House of Representatives under the Annex to Act No. 55/1949 Electoral Law of the House of Representatives.

The Term & Duration of the Fourth Senate
Membership of this Senate was eight years. Yet Article (65) of the Constitution was amended on October 16th 1955 where Senate membership term became four years instead of eight. This Senate was formed on November 1st 1951, and completed its constitutional term on October 31st 1955.

The Fifth Senate was chaired by Mr. Ibrahim Hashem as Speaker, followed by his Excellency Mr. Saeed Al-Mufti.

Term & Duration of the Fifth Senate
The term of this Senate became four years instead of eight following the amendment of article (65) of the Constitution on 16/10/1955. This amendment became effective starting 1/11/1955, which is the same date of the Senate’s formation. The Senate continued till 31/10/1959 completing its constitutional term.

The Members of the Fifth Senate
The Senate consisted of twenty members upon formation. The number increased to twenty five members due to amending the amended House of Representatives’ Electoral Law No. (32)/1958 where members of the House of Representatives increased to fifty.

It is worth mentioning that article (78) of the Constitution was amended on 17/4/1954, making the duration of the regular session six months to take effect on 1/11/1955. Before this amendment was effective, another amendment over the same article was made on 16/10/1955 making the duration of the regular session four months instead of six.

Speaker of the Senate
His Excellency Mr. Sameer Al-Rifai chaired the sixth Senate as Speaker, succeeded by his Excellency Mr. Saeed Al-Mufti, each for a two-year term.

The Term & Duration of the Sixth Council
Membership duration in this Senate was four years. The sixth Senate was formed on November 1st 1959 and it continued in operation till all its members resigned on November 28th 1962, then it was formed again on November 29th 1962 and continued up to October 31st 1963.

When first established, the sixth Senate consisted of twenty five senators. The number of Senators rose to thirty as a result of the amendment to the House of Representatives Elections Law No. (24)/1960 where members of House of Representatives became sixty instead of fifty.

Forming the Sixth Senate
The sixth Senate resigned on 28/11/1962. It was formed on 29/11/1962 and continued operating up to 31/10/1963. As a result of such resignation there was controversy on the interpretation of article (88) of the Constitution whether the Article indicates reassigning Senate members for four years following the resigned senate should be done before the expiry of the period indicated in Article (65) of the constitution, or the term of the newly assigned members should last up to the end of the resigned Senate member term. An explanatory resolution was issued through a majority decision by the Higher Council for Interpreting the Constitution (Resolution No. (1) of the year 1963). The resolution stated that when vacant positions due to death, resignation, or otherwise, the term of the newly appointed members cannot exceed the end of the term of the previous members who vacated the positions. According this interpretation there is no difference between the resignation of one member and all members. The resolution explained that the Constitution did not include any article allowing the renewal of membership of all members for four years. The Constitutional rule is that the term for the Senate membership is the continuation of four years. Since the term of members of the Senate was not completed, and their positions were vacated due to resignation, the term for the newly appointed members lasts up to the end the resigned Senate members’ term. Any other interpretation would go against Article (65) of the Constitution that defined the membership term with four years. Therefore, the resolution stated that this Senate would still be called “The Sixth Senate”. This Senate was chaired consecutively by Sa’eed Al-Mufti and Samir Al-Rifa’I as Speakers, each for two years. It was composed of 30 members as follows.

The Cabinet also issued the amended Bylaw for Dividing Electoral Constituencies Allocated Seats no.17/2003 giving women a six seats quota throughout the electoral constituencies to have an overall 110 seats for the House of Representatives.
