Senate Energy Committee Approves the Draft Public Electricity Law

Amman, April 24 – The Senate’s Energy and Mineral Resources Committee, chaired by Senator Farouq Al-Hiyari, approved today, Thursday, the 2025 Draft Public Electricity Law as received from the House of Representatives.

The committee meeting was held in the presence of Minister of Energy and Mineral Resources Dr. Saleh Al-Kharabsheh, the ministry’s Secretary General Engineer Amani Al-Azzam, Chairman of the Energy and Minerals Regulatory Commission Engineer Ziad Al-Saaida, and Director General of the National Electric Power Company Dr. Sufian Al-Batayneh.

According to its explanatory memorandum, the draft law aims to define the tasks and powers of the Ministry of Energy in formulating public policy for the electricity sector in the Kingdom, as well as procedures related to it. It also seeks to clarify the roles and authorities of the Energy and Minerals Regulatory Commission in regulating the electricity sector, through licensing, ensuring compliance with the law and license terms, and taking necessary actions to ensure high-quality and efficient service delivery by licensed entities.

The draft law also aims to keep pace with technological developments in the electricity industry, including the integration of electric power storage technologies, which contribute to cost reduction and better utilization of renewable energy generation projects, in line with international best practices in the energy sector.

Moreover, the law seeks to create an attractive investment environment for the electricity sector and to promote investment in green hydrogen projects in the Kingdom. This includes introducing the concepts of independent self-generation and independent transmission systems, and organizing the ministry’s role in preparing reports on the potential for introducing competition in the electricity sector.
