Regarding the Office of the Senate and its Functions, the internal regulations include the following main provisions:

Article (6)
  • The office consists of the President, his Deputies, and Assistants.
  • The office of the Senate elects the Deputies and Assistants in its first session.
  • If a member of the Office resigns, the Council decides on the resignation; if accepted, or if a position becomes vacant, the Council elects a replacement in its next session.
  • It is not permissible to hold a ministerial position and membership in the Office simultaneously.
  • The term of the Office is two years.
  • If the Council meets in an extraordinary session and a member's position is vacant, the Council elects a member to fill that position, and the term of the newly elected member extends to the end of the Office's term.
Article (7)

The Office holds regular meetings at the President's invitation, whether the Council is in session or not; decisions are recorded in a special log and signed by those present.

Article (8)

The Office represents the Council during periods when the Council is not in session and manages matters within its jurisdiction.

Article (9)

The Chairman of the Council assumes the following duties:

  • Representing the Council and speaking on its behalf in accordance with its will.

  • Taking into account the application of the provisions of the Constitution and internal regulations in deliberations and decisions.

  • Setting the agenda for each Council session and the Council Office may add whatever it deems appropriate to the agenda.

  • Presiding over the sessions, announcing their opening and closing, controlling them, managing the discussion, determining the topic of the research, and giving permission to speak.

  • Announcing the Council’s decisions and following up on their implementation.

  • Taking the necessary measures to preserve the Council’s prestige and the dignity of its members.

  • Presiding over the administrative apparatus of the Council, he may issue the necessary administrative instructions for the proper functioning of the Council in coordination with the Council’s office.

Article (10)

The President has the right to participate in the Council’s discussions. In this case, he relinquishes the presidency and does not return to it until the discussion ends and the Council’s decision is issued on the subject under discussion.

Article (11)
  • The First Deputy shall assume the powers and powers of the Speaker of the Council in the event of his absence or inability to carry out his duties or participate in the discussion or when examining the questions, interrogations and proposals that he presents in his capacity as a representative.

  • The Second Vice President assumes the powers and powers of the Speaker of the Council in the event of the absence of the President and the First Vice President or their inability to carry out their duties or participate in the discussion or when examining the questions, interrogations and proposals they submit in their capacity as appointees.

  • If the President and his two deputies are absent or unable to carry out their duties, the most senior of the notables present as members of the Council shall assume the presidency of the Council.

Article (12) 

The Assistants, under the President's supervision, undertake the following tasks:

(A)-

  • Assisting the President of the Senate in managing sessions, maintaining order, and recording the names of speakers in the order of their requests.
  • Monitoring the drafting of session minutes and summaries.
  • Counting and verifying voting results and ensuring the outcome of opinions taken.
  • Drafting and signing minutes of secret sessions.

(B)-

If the two assistants, or one of them, are absent from the session, the president shall assign someone from among the notables present to perform the duties of the absent person.

Article (13)

The President of the Council shall inform the King, the Speaker of the House of Representatives, and the Prime Minister of the names of the members of the Bureau.

Article (14)

In addition to what is stated in the internal regulations, the Office performs the following tasks:

  • Studying objections regarding session minutes, summaries, and voting results, investigating them, and issuing appropriate decisions.
  • Supervising the preparation of the Council's annual budget and reviewing final accounts.
  • Forming delegations that represent the Council, with the presidency for each delegation held by the President or one of his Deputies if they are members; otherwise, the Office chooses who will preside.
